WOW!!! The ballast resistor will only smoke if you have dirty connections or a direct short circuit. This part is either good or bad. You may have fried it, but if so, you need to figure out why, or the same thing will happen again. Your gas problem is something else, may be leaking fuel filter/line/fitting/ or carb. Paul W.
