It sounds like the power brake booster
is working. If the pedal is easier to push when the hose is connected and
the engine is running then it is doing its job, atleast
partially.
The engine speeds up when you remove
the hose because you are creating a massive vacuum leak. Your giving the
engine tons more air that what it can pull through the closed butterflys of the
carb. It's almost the same as stepping on the gas for an
efi car (you don't mention what year you are working on).
If you replace the hose you need a
robust vacuum nose. If its a newer Imp you can probably get
the hose at a parts store. If it's an older version you will probably need
to go to a hydraulic supply shop to get the proper
size.
