in NY the VOM plates are the vaild plates. They are Historical plates and do 
require the insurance to issued as "Historical Insurance"  and with that 
comes restrictions by the insurance company. There are no other benefits to 
such plates. On a lighter vehicle such as my dart it actually costs more in 
reg fees. The historical fee is a flat $ 23 per year.
