Changing the fluid twice a year seems extreme. I don't have a '91 Imperial, but I have had lots of experience with automatic transmission repairs. The fuild itself doesn't deteriorate that quickly unless something in the automatic is causing it to get hot, or filling the pan with burned up clutch material and/or metal shavings. I have managed to limp along the old Torqueflite in my '65 by changing the fluid frequently when I already knew that is was ready to fail. That was due to a serious overheating that took place before I ever owned the car. I considered it a temporary measure to keep myself on "local roads" until I could afford an overhaul. I did finally get the job done right and have had no trouble since. Changing the fluid every 30,000 sounds more reasonable since one has to do quite a bit of driving to put that many miles on a car in one year. I have always had the automatic serviced in the cars I regularly drive every 25,000 to 30,000, which works out to about once every 12 to 18 months. Even so, I have not had much luck with them lasting more than around 125,000 miles between rebuilds.
