If you just want to honk the horn, you should be able to take the center pad
out of the steering wheel, and mount something on the horn button that will
stick out from under there for you to use to honk the horn. My '62 had a tooth
brush sticking out from there when I got it, and also a tooth brush to use as a
lever for the turn signal. No, my car did not ever belong to a dentist. I
eventually found the correct lever and horn ring, but they were not cheap. Both
are flimsy. The turn signal lever is easily broken with a bump of the knee when
getting into the car, and the horn ring is easily broken by pushing on it
rather then by lifting up on it to honk the horn.
I am sure that someone in this IML will have the horn ring for you, but it
probably won't be cheap.
