If the fuel, temperature, and oil pressure gauges don't work it is probably because the internal voltage regulator has seized. It usually seizes in the "full power" position frying the gauges in the process. If one or two these gauges work, and one or two of them don't, then the problem is most likely a sending unit problem. The clusters can be repaired (JC Auto) but it is expensive. Add on voltage regulators are available and can be used to bypass the original, but if the gauges were fried, they will not read accurately if at all. This is a common problem for 60-63 Imperials. The amp meter is separate and may work when everything else doesn't.
