Bill; What it sounds like to me is there is something underneith, perhaps primer or filler, that wasn't fully cured before the top coat of paint was put on. As the paint and filler continued to cure, they likely shrunk, leaving you with the acne problem. Whatever it is you are going to have to strip it off and repaint the car. This is one of the reasons that I would rather buy a car with a worn paint job rather then a fresh one, you would be amazed what some guys can do with chicken wire and bondo.
