If that Imperial were a rust-free southern car I'd buy it. Then I'd take a
handwritten bill of sale to the Jackson County tag agent (which they copy
the VIN from and hand back) and register the car for $20. No title, no
hassle in GA and I doubt if other states are all that different. It simply
isn't worthwhile to issue a title for a $25 fee on old cars.
