Ah, I bet that's it. They bypassed the neutral safety switch and did not install the cable. This is DANGEROUS situation if true. Trust me, if you start a car in gear, BAD things can happen (Don't ask. I won't tell. It's too embarrassing). Seriously, we had a local woman killed this way. Her husband was working on the family car and was using a remote starter switch (which bypasses the neutral safety switch). The wife came out to see the progress and was standing in front of the car while he worked on it. Somehow it got into gear, started and she was crushed to death.
