It could be any number of things, including not being hooked
up properly. You need to have someone check out the possibilities before
you discard anything original, in my humble opinion.
The 58 only has an AM radio, so its operation is a moot point
for me. The antenna on mine does work, although the radio does not.
I am struck by how tall the mast is, when fully extended. It makes for
an odd flag pole in parades. In photos, the flag seems to be
unreasonably high above the car.
