Hugh,

Did you try wedging the pedal down overnight with a length of wood trapped
under the steering wheel, i suggested it last year but you were getting 10
conflicting offers of advice a day at the time.

It really does work in the right situation, i have used this method myself
when i was an apprentice mechanic for the GPO.

One other "trade" trick is to bleed the rear brakes with the back of the
car jacked up as high as you can get it (use axle stands), this can help
if there is air trapped in the rear brake line.
