You need to have both belts in place and tight or the water pump will squeal like a stuck pig. On my 73 (for sale) the lower pully was badly out of alignment because it had once been hooked to an air pump. The pump was removed and someone just stuck an idler pulley on. It did not line up and the belt was worn out.
