Horn in a tilt-a-scope

        My horn hasn't worked in a few years, and it was because the grounding 
ring was broken.  Well, I replaced the ring, and so the horns should 
have worked, only they didn't.  I checked the relay and it is fine, I 
think it could be a short in the wheel.  My horn has the rubber ring 
around the outside of the wheel that you can push anywhere.  Is there 
any way to fix or replace the rubber part without replacing the whole 
wheel?  Any help would be greatly appreciated.  Thanks.
