It should go into fast idle the first time you press the pedal to the floor. What I mean is, even though the engine isnt running yet, when you press the pedal to the floor, the choke cam will "set" up the idle so when you start the engine it should go right into fast idle. Pumping the pedal more than once only squirts more gas down its throat but it shouldn't affect the idle speed beyond one pump.
