That might work on traditional brakes with the star wheel type adjustment on the bottom. On 1956 through 1962 Imperial Center Plane Brakes, and Chryslers before them (1955 and previous) this will not work as no "adjustment slot" exisits. Making any changes to the actual shoes outside of factory specifications will damage their effectiveness.

Grinding away areas of any brake shoes (excluding the lining, of course) will render them useless as cores with most shops. It would seem that removing excess lining material correctly and having the shoes arced to fit the drums would be the best approach.

There seems to have been several recent problems with adjusting drum brakes.

I just received the latest copy of Auto Restorer and in it there is a short letter addressing the issue of drum brakes being too tight.

The author has used the method of grinding down the slot in the brake shoe where the adjusters insert to bring the shoes in enough to get things to fit. 

Each application would be different, but this seems to be a reasonable and safe method instead of removing some of the friction material.  Comments?
