It could be the way it is tuned and/or driven. The car may also need a
valve job. If it hasn't had the cylinder heads reconditioned to run on
unleaded gas, the valves will wear. As this happens the mileage will
deteriorate. A slipping transmission or bad torque converter can
contribute to poor mileage as well.
Just a few more things to check into.

Has to be the carb. Would replace it asp. Check timing maybe wires. My
Imperials alway got between 11 to 16 or 17 mpg. It helped when I went
to a bigger carb and later manifold. The orginials are just to small
and make the engine work to had to get fuel. Had more power and better
fuel milage.

Eek! I'd say a carb, at least - it should get between 11 & 16.

That being said, if you work at it, you can make an Imperial get
almost > as little mileage as you want - full-throttle acceleration is
thirsty. The > above was 'average' mileage, city driving is more like 8
or 10. My '69 > averaged 13 very predictably when in good tune.
