Yes, this valve which is controlled by oil pressure from the engine (I think) is what I am calling a "power piston." I don't remember where I got that term, but it opens and closes the air ducts for the heat/air conditioning/off positions. I understand they can freeze up, which mine seems to have done from lack of use.
