Graphite is what I use, although I do not think that was used as an oem lube..I remove the cable from the sleeve and apply the lube in the end nearest the speedo and keep a ample amount in the base and feed the cable back in and stop at about the last 6" or 8" or so you do not want that in the speedo head!....Sometimes a small kink still allows the cable to rotate but creates a slight drag and as the cable frees up as it rotates the needle will jump...

The answer is graphite, but that may not be your problem.  More likely your speedometer pinion gear in the transmission is getting worn and losing teeth.
