Unless I'm mistaken, this is not entirely correct. The switch he is asking about is indeed a vacuum switch in the intake manifold. It's purpose is to detect intake vacuum so that you can't accidentally activate the starter when you push in the neutral button when the engine is running. Later Imperials started with the key so didn't need this switch.

Neutral safety switches are a part of the transmission and function to prevent the car from being started in gear.

That is part of the choke that you are talking about.  Netural safety switch is usually on the tranmission.  Early cars had only one wire later cars have 3 wires.  It is located on the trans behind the shifting lever.  Driver side near the rear of the main housing.
I have searched on my wiring diagram for our 57 Imperial but can find no reference to either a neutral safety switch or vacuum switch.  This is the swtich that fits near the carburettor and coil with 2 little tabs to connect wires too.
