The "7-27-64" is the date the block was cast - July 27, 1964.

A - 1965 model year
413 - 413-cid V8
8-21-2 :  Assembled on August 21 (1964), 2nd shift
The maltese cross means the engine has a .001" undersize crankshaft

they are...........2468030-3   DN RL (cast on the block)
                       7-27-64 (prod. date)
A 413 and what I would call a maltese cross on the stamp pad and the numbers
