The 59 has the rotating drum indicator (I think they used this design through 66 if my faltering memory serves me). It turned out that the paper-like wrap that goes around the drum had come unglued on one corner. It was just enough to keep the drum from rotating some of the time. I simply glued the paper down and there was no more trouble.
To fix this you must remove and partially disassemble the speedometer. Removing it is always the challenge - disassembling it is not.
