Yes that is a combination of a vent for the housing, as well as a mounting 
point for the brake line fittings, the rubber brake hose terminates in a 
brass block with two female flare sockets for the brake hard lines to each 
side.  If you are leaking gear oil it probably is overfull, you can pull the 
upper plug on the nose of the carrier and any that comes out of that hole is 
excess, as it should be filled just to the hole.  Unless the rear end sat 
out in the rain at some point, there probably isn't any damage.  On the 
other hand, I'm not sure how else there would get to be too much fluid in 
there.  So, my vote is that it is brake fluid, which needs attended to right 
away for the obvious reasons.  The hard lines do rust out, I just helped my 
son replace both of the rear hard lines on his '69 Barracuda for this very 
reason, naturally one went out one day and one another day, I should have 
replaced both at the same time.
