The 1961-63 Imperial front fenders were attached to the inner shield with clip and nut assemblies along the top edge of the shield. 
 
The 1961-63 front fenders are unique in that there are three major pieces on each side - top (above the side trim - 2099 646-7), side (below the side trim - 1904 064-5) and front (behind the headlights - 1904 066-7).  These three pieces were welded together as there are no bolts or screws listed.  The 1961-62 parts catalogues list the individual pieces, top (2099 646-7), side (1904 064-5) and front (1904 066-7).  The 1961-63 parts catalogues also list the complete units - 1904 062-3 in 1961, 2425 264-5 in 1962 and 2425 268-9 in 1963.
 
In 1964-66 only the complete front fenders were available.  No more individual pieces .
 
The inner shields were the same on the 1960 and 1961 models - 2122 184 on the right and 1948 441 on the left.  Those same part numbers are listed for the 1961 Chrysler New Yorker.  1962-63 models used 1948 442-3, which were used on the 1960 Chrysler Saratoga/NewYoker/300-F and the 1961 Chrysler 300-G. 
 
And, yes, the cowl was painted the body colour as were the inner fender shields.   I can only think of a few instances when Chrysler painted sections of the cowl black, and they were muscle era vehicles.
