In some years, the clutch coils have a separate grounding wire, either soldered to the outer metal case of the clutch unit or connected to a ring lug which is grounded to the compressor body. When you check your coil for continuity, as has already been suggested, make sure that you get continuity all the way back to the battery negative post. If you don't investigate the grounding wire before deciding the clutch coil is bad. An ohm meter should show just a few ohms of resistance in the coil (almost a dead short). If the coil is open the clutch will not energize. If it was shorted you'd blow fuses. But you say there's voltage present so that tells me no blown fuses. It has been eons since I've had one of those apart, (I've killed a lot of brain cells over the years) but I believe it's a pretty simple task to pull the clutch and coil assembly off the compressor and replace them. You'll need the proper puller to remove and replace the assembly. Also a set of feeler gauges to adjust the clutch travel. Good luck.
