Someone just posted something earlier today saying that they are electrical and they can also be operated manually with a crank.

Hey everyone,
Just met a younger guy down the street from the house. He has a 1990 Imperial. He said his covers over the headlights some times open some times not. Are they vacumm or electrical. The car is not here so I couldnt dive into the problem. Any help would be great.
