Muriatic acid is hydrochloric acid (HCl) which is what we all have in our stomachs. Vinegar or acetic acid (CH3CH2COOH) is a weak acid and natural product of fermentation of sugars. The real key to how bad these are is the concentration. Standard vinegar is about 5% acetic acid in water and you could probably bath in it. Muratic acid depends on the strength that you buy, but can be up to 37% which will remove your skin in minutes. 

In today's world, I think that you need to be very careful about anything that you dump. It may be harmless, but proving that to the Gov. may cost much more than it is worth.

Some suggestions:

Can you put the fluid in a pan and let most of the liquid evaporate. Dispose of the concentrated sludge/solid in the trash. Add baking soda. This will at least neutralize the acid so you have neutral waste instead of acidic waste.

Vinegar can be used as a weed killer, so be
sure not to pour it near any plants you wish to
keep healthy.
