No, by far the most likely culprit is the sending unit in the tank. If your
temp and oil pressure gauges are operating OK, then your gauge regulator
(AKA voltage limiter) is fine.
Check to see that the tank is securely grounded, and that the wire from the
tank sender to the dash unit is connected at the tank. If both of these
things are OK, then it's time to investigate the sender in the tank.

Please excuse my ignorance but I've got a 60 Imperial with an inop fuel
guage. Am I correct to assume that the problem is most likely a bad
limiter?
