There are two bolts that hang down either side of the column where the column first meets the dash. One bolt has a metal tab on it that causes a ground. There are plastic spacers on the bolts to allow the column to collapse in a collision, that's why the column may not ground properly. For testing however, just run a jumper wire to and from any metal surface on the column and the car. You will of course need to remove the plastic covers from the column to do all this.
