If you turn the car off first, then the headlamps, the lids stay open. All Chryslers with hidden headlamps were designed this way so you could leave the lids open to clean the headlamps or park the car overnight in winter without risking the headlamp doors freezing shut. As for the photo, I assume he's trying to show how nice the innards of the finished lamp-wells look. It's a particularly nice Imperial feature that the hidden headlamps look finished even when they're exposed, thanks to the chrome trim on the sides and on the back of the headlamp doors (which flip downward to form the "floor" of the well. There is another shot on the eBay page with the headlamps closed, so they seem to work correctly.
