I put larger tires on my 90 Imperial and the speedometer is now exactly correct, according to my buddy's GPS.  I imagine with the standard size tires the speedometer would read fast.  I think that is the norm for many vehicles.

I put larger tires on my 70's NYBs and the speedometer reads about 7 km/h slow.  One must compensate for this or risk a speeding ticket.
