Many years ago I was told that this is the "default" position required by Federal law so that in the event vacuum failed (I presume in the winter) that air would go to the windshield guaranteeing clear vision. I would look for a dried out (cracked) vacuum hose in the HVAC circuit. Under the hood is a good place to start because there is a good deal of heat which can dry out rubber hoses.
I don't know if the "default" reason is actually law. It's been maybe 40 years ago that I heard it but I can tell you that in every car I've ever owned (other than my manually controlled '65 Tempest), if you remove the vacuum hose under the hood, that's what happens.]
