I believe they are supposed to be riveted on. The rivets are not available to the public. I recall a Mopar vendor going to jail for selling them a few years ago. I would suspect something fishy going on with that car.

I photographed a VIN plate attached to a '62 Imperial Lebaron. The plate placement was in the correct location, but it was spot welded and first two numbers were over stamped (93). Is this how the VIN plates were made in '62. The photo can be found at
