There is suppose to be a thick piece of rubber vulcanized between those plates. It should not look "home made". If it does, it probably isn't any good, and isn't going to isolate the the power plant properly from the frame. This will result in excess noise and vibration, or a loose transmission bouncing around. The top plate should have two holes in it where is fastens to the transmission, and the bottom plate should have studs that fasten through the frame crossmember.
If the transmission is loose, you will feel the accelerator pulse up and down against your foot while driving through dips in the road. You will also feel the transmission "flop" from one side of the car to the other, when going around sharp curves. Later cars also had the tendency to do this, but due to the "cable controlled" throttle in these later models, the only noticible symptom is the "flopping" transmission. The problem is just as serious whether you can feel both sensations or not.
This problem is common to '62 through '65 Imperials.
Brand new mounts are available. I believe the name of the company is "King Mounts" or "Royal Mount" or maybe even "Imperial Mounts". They are listed in the Vendor's List on the OIC. I have purchased from them through the web and they are good.
You really should replace that mount. Also, check the two engine supports. They usually are broken or about to break as well, and available from the same vendor.
I am hoping that same vendor will someday make a replacement emergency brake cable for my '65 Imperial. I spoke to them about it once and they said that they were considering it.
