IML: '91 loses all power when I turn the key

Hi --

After replacing the starter, I turned the key to "ON" and heard the
beautiful sound of the fuel system pressurizing.  Then turned to "START"
and lost all power.  Had to disconnect battery cables to reboot the car.
Is this a short?  All I did was replace the starter!
