I have noticed that bumper thing myself. My 58 bumper was smooth,
all one piece. All 57's I saw at the time, late 50's, had
ribbed sheet metal inserts at each side of the license area. Don't
know if they were appliques or if they actually covered openings. A
current "58" on e-Bay has, what I would call, a 57 bumper.
