IML: PCV or down pipe?

My had the orginal down pipe and carb. I, not knowing any better thought that a new eledbrock carb on the car would help it run better. Well that sucker is setup for PCV. Do I get rid of the downpipe OR plug up the hole on the carb? Will it make any difference?
