Does anyone make a starter for a '58? Either a new, rebuilt or some type of aftermarket starter for the 392?

Get the one Marc has linked above. I use that one on most of my 1958 Imperials.
It's expensive but so much easier than obtaining and rebuilding the original.
It is also big improvement in cranking. It's like going from 6v to 12v

IMI makes these. Powermaster just rebrands them. If you purchase them directly from IMI, you'll pay less.

Do you have the original ? If so, I would rebuild it. Most likely, brushes are shot and commutator is carboned up.

Cost of brushes and pencil eraser to clean commutator - $25.

Cost of non-stock starter  $360.

Your money. You decide.

I see 2 different available... the 9530 and the 9531. Which one would I need? I'm guessing the 19530 and 19531 are just chrome versions of them.

They have a different flywheel tooth count. You need the 9531 with 172 tooth count for a '58 Imperial
This is the non-chrome version
