Manual steering, manual brakes, no heater. Seems to be a very low option vehicle. However, it has the vacuum can for power brakes and looks like it did have them at one time. So my guess is that this is a Coronet. It makes sense given the heater delete & manual steering. Also, the side trim seems to be the only spring special part on the car.

Definitely a Coronet. What's left of the interior door panel and the painted dash inserts are give-aways. Very few options on this one. It didn't even come with an engine!
