This is Detroit-built car

Lower Row:

SO 0327 = Scheduled on March 27, 1961
NUMBER 1271 = 271th Newport built that day
BDY 815 = Chrysler (8), Newport (1), Convertible (5)
TRM 805 = Red Vinyl with Red Vinyl Basket Weave Inserts – see picture
PNT PP1 = Mardi Gras Red Paint (PP), Monotone Paint Scheme (1)

Middle Row:

K1 = no info. I have a Newport Sedan tag with K2 numbering, where I guess that K2 = 392 = Upper Door Frame Moldings, but your car is Convertible, so I don’t know what is it. 1961 Chrysler Build Card 39 column says just «MOULDINGS»…
N5 = 315 = Heater
Q1 = 331 = Black Convertible Top Color
R1 = 371 = Light Package: Back Up Lights, Dome Light, Hand Brake Warning Light
T2 = 422 = Radio Golden Tone
X1 = 511 = Windshield Washer
Y8 = 588 = Undercoating and Underhood Pad

1961 Chrysler Newport Convertible with Manual Transmission and incorrect black bucket seats. No bucket seats on Newport series in 1961!
In '61 bucket seats were on 300G model, and since '62 were installed as optional equipment on "new" Non-letter 300 series (besides 300H)
Looks like these seats were taken from '64 Dodge Polara 500...

car is on ebay right now. casting number for engine that goes with the car shows a 413 block. If this is a factory 413 3-speed convertible, it must be extremely rare and maybe the only one built. Does the fender tag indicate which engine and transmission the had from the factory?

No, it does not. The fender tag does not indicate the engine/trans on it.
Was the 413 engine installed on ’61 Newport ever? I think no. Newport has – 361, Windsor – 383, New Yorker – 413 engine…
Since 1962 and only on the 300 non-letter series could be ordered two optional engines: 413-4bbl (code 506) and 413-2/4bbl (code 325);
And in 1962 transmission type has been indicating below letter «H» on the fender tag: H1 = Manual, H2 = Torqueflite

BTW: this Newport has not equipped with Power Brakes; the space below «A» on the fender tag is empty…

I’d be interested to see the assembly date stamped in that block. It’s definitely been worked on judging by the orange valve covers. I haven’t seen a Newport with a 413 but I have several pages photocopied from an “Engineering Data Book” issued January 1961 that a former Chrysler engineer friend had that refers to the availability of a 413 in the Newport in three places, calling it “RC1 Golden Lion Power Pack,” and “RC1 High Performance.” Specs are the same as a New Yorker 413, and it says the A745 3-speed manual was available with it. I’ve never seen this referenced anywhere else, but it looks like they were at least thinking about it. I wonder if the AMA Specifications for Newport list the option; I have a copy of the AMA specs for 300-G and it shows the optional engine and equipment under “300-G with Power Pack.” Neither optional engine was advertised, and there’s no space on the order form for it. Would also be interesting to know if this was a Sold Car, meaning customer ordered.
