Am on my second rebuilt pump on this car, the power steering has never worked properly. I have virtually no power assist. It's not foaming or bubbling. I assume the gearbox is shot and needs to be rebuilt? It doesn't squeak or make noise (like it did before). It looks like a nightmare to get this box out.

First I would do an output pressure test on the pump to eliminate guess work. And yes it is a pita to get the gear box out.

It's not a nighmare. 

Disconnect Pitman arm from steering linkage.

Disconnect and cap p/s hoses and ports.

Remove steering wheel. I would also recommend removing front seat so that you have some clearance to work.

Remove inspection panel in floorboard. You'll be removing the steering column by sliding it down thru the floorboard and out the bottom.

Detach the steering column from the dash.

Remove the three large bolts and wedge that hold the steering column to the frame. It is critical that you note the location and order of the bolts and semi-circular washers, since they have to go back in the same holes and order as they were removed. 

Slide the column out via the underside of the car.

Detach the upper and lower portions of the column by knocking out the pin with a punch. It only comes out one way.

Take lots of pictures in case there are reassembly questions later.
