Does anyone know what the difference between tail gate handles?
Is that locked luggage compartment option on the first pic?

The difference is the top pic is a manual window crank, while the bottom pic is an electric window. All 9 passenger wagons received the electric window, while I believe that all 6 passenger wagons originally received the manual window. I'm not sure about 1959, but the manual window crank can have a lock cylinder in it as well. That's the way my later wagons are.

So the tail gate window could have been lowered from the outside?

Both of them can be lowered from the outside. You have to crank the manual one, and use a key to lower the electric one.

Why did they do it?
Why do they open the window from outside?
It should be operated from inside anyway… by push button… or crank if it manual, I think

How do you get your groceries in and out of the trunk? Very inconvenient to have to go to the front to open it everytime. I didn't have a key for my tailgate for a long time so my only option was to open it from the driver's seat. I did this for many years, so I am very familiar with how inconvenient this is.

Well, the LOCKED LUGGAGE COMPARTMENT option for 6-passenger Suburbans (code 328) worth it, I hope
