The dash lights on this 57 Imperial are not very bright. I have played with the dim knob and have it at it's brightest, but it's still very dim. Is this typical or do I likely need to replace the bulbs?

Also noticed when I turn off the lights after a bit, the numbers on the dash continue to glow. Is that also normal? It almost seemed like after a while, the dash got a tad bit brighter which I assume is a combination of the bulb light and the glow effect, but even then it was no where near as bright as it should be in my opinion. I'll try to get a picture of it tonight and post here.

It's possible you have a bad ground limiting current flow. Try grounding the cluster with an external wire to see if it changes anything. Corrosion on the rheostat could also increase resistance as well.

The lettering of the dash are painted with a luminescent paint. The bulbs inside have a "black light glass" to make the paint glow, like those old watches.

Overtime the paint properties fade and I don't think is nothing you can do to get it back, except to re paint them. Like a dry battery, it is just faded away.

Here is what you could have with some work on the instruments: "black" light and green. Follow the instructions here http://www.ch300imp.com/compteur_us.htm . Note that i found an original green tape installed as showed on this pic so i re-installed a new one. Translation: scotch vert = green tape / couronne ultra violette = deep purple ring

You can see that 2 bulbs inserts (lower) were green (to illuminate the odometers) and two (upper)  were blind to illuminate only the violet ring. With the green tape the center of the speedo is also in green

I did the same thing on the 4 gauges with a green tape on the hole of the "chimney" (see my text on the page)
Problem is (on the speedo) to gain access to the inside of the deep purple ring: you have to remove the needle ans sometimes the needle will not be easy to remove ...

The result is

Great Job Phil.

Searching for more than 25 years, I managed to find all the NOS gauges, and even a NOS outer lens. I also found NOS miles number tumblers and trip meter. It would be interesting to see how a NOS gauge glows.

That would be great! Were these gauges and speedometer only used on Imperials or were they common to other Chrysler models for 57?
