Can a VIN on a 60 Plymouth be decoded to tell you production date, engine, color ans trim codes?

No, the VIN can only tell you the car line, series, model year and assembly. The last six digits is the sequential production number.

There should be a small plate attached to the firewall close to the hood hinge on the passenger side.

I know that the A and B bodies were on the core support or left side inner fender, but all the larger cars of that era that I have seen have been on the firewall.

The A & B bodies had the front section of the body welded to the main section. The larger models had removable front stub frames, and thus the body tags were attached to the firewall.

Do you know if any specific assembly plants placed the tag on the cross member?

The one-piece unibody of the A and B bodies had removable "K" members which the larger models did not.

Myself, no. All I can say is that 3 -60 plymouths I have owned where all untouched cars. all 3 had the tag on the core support. 2 were convertibles the other is the original sonoramic car i own

I remember guys on this forum saying 1959 cars had
the VIN located in some goofy place. Not being into 59
cars, I did not really take note. Maybe someone will speak
up ?
