Subject: 58 plymouth lower grill mystery holes

well I have had my 58 apart for a few years and I'm getting older and C.R.S is setting in. on the lower grill shell under the bumper it has a countersunk hole on the bottom on either side facing the ground. I can't remember what they are for. any help would be appreciated. I could not find them in any of my books are shop manual but they look factory made.

Additional brace to radiator support panel I'm thinking.... I'm fitting same pan to a 57 and just welded those two holes up as 57 didn't run the extra brace.
