If this was my car, I would repaint the lower section red. Imperials were never available in 2 tone this way.

True, they were never two-tone like this. If you correct the paint, you might as well correct the steering wheel, upholstery, door panels, wheels, tires, hubcaps, reverse lights, etc.
A full restoration would be needed if someone was truly expecting OEM appearance. Or, depending on the reserve price, someone could just appreciate it as a nice driver with a few custom touches.
