Subject: 58 Wagon Fuel Fill: Plated??

Was the fuel fill pipe plated on a 58 N/Y'er wagon? Was it hot dip galvanneal? I tried industrial epoxy and it started to peel so it is blasted and ready to plate or coat with something. Any suggestions?

It was originally zinc galvanized.
