The age of the photo is unknown and the current whereabouts of the car also unknown.
Appears to have taken at the Victorian Hot Rod show held at the Melbourne Exhibition Hall

Or maybe at the era this crime took place, these cars were already seen as turds and they tried to unturd it. But little did they know they still lived in the turdiest era of car design and history... The '80s!
