I use 15" wheels with 12" rotors from Scarebird, but this is what my master cylinder looks like. It is a disc/disc master with 1 1/8" bore like the original so I use a 10lb residual valve in the rear line. It clears the hemi valve cover pretty well, but you would never be able to remove the valve cover without removing the master too. My car isn't running yet, so I can't answer the other questions except that I have the same discs on my '58 DeSoto and it stopped really well, and stopped fast.

With a disc/drum system, you'll need a 15/16" master cylinder most likely. Maybe even a 7/8", depending on pedal ratio, booster function and the (combined) cylinder diameter of the front calipers.
