Early 60's BB had a silver backed fiberglass product on the bottom of the intake manifold. When you guys rebuild these engines, do you put this insulation back on the manifold?

I don't know whether to suggest it or not, but I've been asked for that product many times. I found a few years ago that Performance car graphics makes it. http://www.performancecargraphics.com/Manifold_Insulation.htm
I've never used it, so I'm not vouching for them, just offering what I've found in the past.

Correct, actually it rather induces vapor lock. It was solely added for noise reduction. My car idles smoother without it.
