I have always felt that the air coming from my dashboard has always been warmer than it should with the heater shut off. Since this lever appears to be connected to the control by cable, I am wondering if there is some method of adjustment. (Non A/C)

yes, you can adjust it by removing the bowden cable clip and sliding the cable hsg to the correct position, that unfortunately requires detaching the valve from the firewall. if yours still has a working thermostat wire make sure the unit is cold.
